About the Income-Contingent Loan Scheme (ICL)

As part of the Thai government’s initiative to reduce barriers to higher and vocational education, the Cabinet approved the launch of the Income-Contingent Loan Scheme (ICL) on May 1, 2012, starting from the first semester of the 2012 academic year.

The ICL provides repayable financial aid for university and advanced vocational students in fields critical to workforce development. Additionally, the program includes living expenses support for students from underprivileged backgrounds. The loan repayment is tied to the recipient's future income, ensuring flexibility and fairness.

This initiative reflects the Thai government’s commitment to expanding educational opportunities, supporting students in critical areas of study, and fostering long-term personal and professional success.

Eligibility Requirements for Income-Contingent Loans (ICL)

  1. Thai Nationality: Applicants must be Thai citizens.
  2. No Family Income Restriction: There is no limitation based on household income.
  3. Age Requirement: Applicants must be under 30 years old as of January 1 in the year of application.
  4. New Student: Must be a new student enrolling in the first year of study.
  5. Loan History: Applicants must not have previously borrowed from the Student Loan Fund (SLF) or must be continuing an ICL loan from a previous institution.
  6. No Prior Degree: Applicants must not have previously earned a bachelor's degree in any field.
  7. No Full-Time Employment: Applicants must not be employed full-time while studying.
  8. Academic Performance: A minimum cumulative GPA of 2.00 is required.
  9. Community Service: Applicants must provide proof of participation in social or public benefit projects (volunteer work) in the academic year preceding the loan application.
  10. Field of Study Requirements: Applicants must enroll in programs that are in demand and align with workforce development as specified by the committee (ICL), including the following fields: Electronics and Telecommunications Engineering, Electrical Engineering, Mechanical Engineering, Civil Engineering, Industrial Engineering, Safety Engineering, Environmental Engineering and Computer Engineering.

Applicants meeting these criteria are eligible to apply for financial support through the Income-Contingent Loan Scheme, which ensures equitable access to higher education in fields critical to Thailand’s workforce needs.

Steps to Apply for an Income-Contingent Loan (ICL)

  1. Register for a Password:
    First-time borrowers must register for a password in the e-Studentloan system at studentloan.or.th.
  2. Submit Loan Application:
    Borrowers with an existing password can log in to the e-Studentloan system and submit their loan application at studentloan.or.th.
  3. Declare Loan Intention:
    Students must declare their intention to apply for the loan on the day they register at the university. New students should contact the Admissions Office (1st floor) to request the loan application form or download it from the scholarship department’s website at Scholarship.sau.ac.th.
  4. Submit Required Documents:
    Complete the loan application form and attach all required supporting documents. Submit the application according to the date and time specified by the university.
  5. Attend an Interview:
    Participate in the interview process to determine eligibility for the loan on the date and time set by the university.
  6. Check Selection Results:
    Monitor the announcement of selection results on the university's scholarship department website at Scholarship.sau.ac.th.
  7. Sign the Loan Agreement:
    If selected, the university will announce the approved list of borrowers and schedule a date for signing the loan agreement.
